Plate or injectors?

I plan to up the power slightly & was wondering which is the better method on a stock '98 12V 5spd. An 11 or 10 plate, or a set of larger injectors? I'm sure I'll get a bunch of "Both!" but I plan to do one or the other. A better intake/exhaust a 3kgsk & .....? Daily driver that tows our ~8000lb TT monthly.
I did a search, but it's not working very well yet.
