Stiff clutch petal

1997 3500 Ram 5.9 Cummins
Does anyone know what the symptom of a stiff clutch petal is? All of the shop manuals say fluid leaks are typical signs of Master cylinder failure, but mine looks just fine and has plenty of fluid in the resevoir. I've also checked the petal bushing and no sign of wear there either.

I'd like to hear if anyone has had the same kind problems and fixes before spending $200 on a new master/slave unit.
