fuel shut off solnoid issuse NEED HELP

No start issue with 96 12v. The fuel shutoff solnoid (FSOS) is not pulling up. It can be manually pulled up & will stay. Tried 2 differant relays. Good ground at FSOS connector (black wire) Red wire shows 12v at key on position. White wire nothing even at cranking. What does the white wire do??? When cranking one of the switch side of the relays connector shows 12v. But the two load wires on the relay connector never show anything even crancking....should I have 12v at one of large red/blue wires at the fuel shutoff relay connector.
