Exhaust options?

Amoung other things, I need a new exhaust as well. Tried the truck out in the mud today (unintentional) and some heavy clay removed the rust that was holding the tailpipe on

Other than a straight pipe and a 4" tip, this exhaust was stock.

1) Do aftermarket kits come standard with a cat? (No biggie if not, I live in a safety inspection only county)

2) What is the best cheap system available? I want nice quality, but don't necessarily need stainless.

3) Should I replace the downpipe, and does this come with most kits?
