Washers on OF valve

I was checking the spring length on my overflow valve (it was short) and saw that there are 3 small stacked washers that the spring sits on. Do these washers add to the length of the spring, or do I measure it to .5 inch without them? Also, I dropped

the bigger washer that the bolt snugs down on. Was it steel or something else? I can't find it
