Auto Strating Off In 2nd

Has anyone ever had this problem before? My trans is starting off in 2nd gear when I don't come to a complete stop. When it does start in 1st, it shifts into 2nd to early. I can only tow if I shift the trans manually or it will shift way to early.All linkages and the TV cable have been checked and rechecked for proper adjustment.
Any ideas would be greatly appreciated!
