Mileage question

So fuel is at $3.29 here in San Luis Obispo today and I need to squeeze a few more mpg out of this thing. I am only getting 13-14 in town and I got 19 once on the highway and I drive like an old lady with the valet switched on just to keep me from having any fun. Seems like a lot of guys are getting better mileage than me. Does my 160 pump hinder me at all? Also I read somewhere that the smaller pumps require more advance than the larger pumps, is this true? If so where should I be at? Would larger delivery valves or a different set of sticks help? I couldn't take the price of fuel anymore so I switched over to running the the red fuel from the ranch.
