Low idle speed

When I turn on my A/C my idle speed drops 200 RPM's (more or less) and sometimes when I mash down on the footfeed the engine seems sluggish to respond. Could it be the TPS or maybe the ECM or PCM ?

95 3500, stock, auto trans, 4" exhaust and a Banks exhaust brake.
