stack problem with the law?

i have a 4inch stack,it has the 3inch pipe till it hooks into the elbow then its 4inch up.my problem is the law says its to loud.i was thinking instead of putting a muffler on it,just going with a turbo back mbrp aluminized exhaust.and just have my pipe come out in the normal place.plus then i will have 4 inch all the way back.what do you think?thanks

i now have 1995 2wd5speed,,,pyroand boost gauges ,kdp fixed , 4 inch turbo back,no muffler 6 inch stack bhaf remember rust never sleeps ,!!!love that cummins.
