Cruise control question

I have a service manual that shows a diagnosis chart for the cruise control on my 95. A friend has a 98 that has a cruise control problem. My manual says to check the fuse which is # 10 in the fuse block. On his 98 #10 is for a flasher. Can someone advise where the fuse for the cruise control is on a 98? We have looked in all the fuse holders (drivers door and under hood) and none list a fuse for the cruise control. The book says it is electronically controlled and vacuum operated, so it has to have one somewhere.
We tried the tape on the brake pedal for the stop light switch without helping. The speed control servo and all lines appear to be okay. I did not check the adjustment on the vehicle speed sensor yet. Thanks, Tom/Idaho
