Eye burning exhaust

I know injectors are on the way, but are the cats to blame for this eye burning type exhaust? The kind the stays on your jacket for hours? My old 6.9L has a very pleasant smell, whereas this cummins is putrid. At work we had an isuzu that did the same, and had a cat.

What else would cause this type of exhaust?
