Accelerator peddle is sticking

We have a problem with a sticking accelerator pedal and are sure how to fix it.

When you step on the accelerator pedal it sticks. As you add more force off you go. Then everything is normal for awhile. Then it sticks again.

Is this the dreaded throttle cable I've been reading about that everyone hates?
