Fuel Solenoid

1996 3500 Stock.
Last year I got tired of pulling the Fuel Shut Off lever up to start so I had a new solenoid installed.
Even when new and worse now when cold I still have to lift to start.
After motor is warm everything works fine(no lifting).
What can I check
