Boost turn it up or turn it down!!

I am still new to all the diesel mods..
I have read that people say that they turned the boost up and down!!
My ? is how do you go about just tuning it up or down??
I have just installed a boost gauge and only get 21psi max..I do have a TST plate but really do not know which one( did not know I could get in various sizes then) Plate is slide forward and I also have the AFC kit...I make a little smoke at WOT but no big black cloud.. So I have decided to not adjust the AFC star wheel any more..
My truck is kind of flat at the take off but it comes in real quik!!Just not to sure how much boost should be there????
