Diesel Turbo Life Saver

Geno's Garage has this item listed in their catalog. It is designed to allow the turbo to cool down for 1-5 minutes. My question is did this come out after the steering column wiring harness recall or does it plug in elsewhere? Does anyone have one in use? Is it worth the $239.00 price tag?

1995 Ram 2500 CC, auto, 3.54, 229K, Amsoil synthetic rear end oil, air filter, and soon to be synthetic diesel engine oil.
