touchy throttle with Piers gov spring kit

After installing the governor kit from piers the tip in of the throttle from just off idle is to much,today while pulling the goose neck trailer on rough ground it gets to bucking I can not hold it steady enough as it only has to move 1/4 "or less to make loads of differance.If you are in neutral and try to ease the rpm up to say 1100 it's almost impossible ,just goes right on past to 1500 .I took the small springs back out per Piers suggestion and it helped but not enough .Have any of you with the kit had this problem and what did you do?The truck runs good on the top end but I can't drive that fast all the time.
