What is the "star wheel" and where is it?

I looked for a "star wheel" on the afc but I could not find anything that looked like it. I have my plate slid forward all the way and the afc housing too. My max boost is 35 psi and my max egt's are 12. I know there is more room for more fuel, so if I turn the star wheel will I get more? I must find the damn thing first.
