Rubber boot next to my afc housing?

While adjusting my idle speed today I noticed that the rubber boot just to the drivers side of my AFC housing is almost totally gone. There "feels" like a spring inside the rubber boot and it has an electrical connection plugged into the top of it.
What is it and do I need to be concerened about replacing the boot or the entire _______?
