Low boost problem?

Just installed #5 plate on a friends 96 auto and it does build much boost only around 20 pound with foot to the floor.My 94 auto with just the 230/605 plate gets about 35 pounds unloaded with my foot in it.I even swaped gauges but they read the same.Did I miss something??
