heading out west

Ok guys i seem to be heading into the direction of moving out there i will say in the Denver area for now. right now with my mach 4's i am at about 1000' above see level and can get away with the stock HX 35. At elevation to keep these sticks what would be a good turbo at altitude.

Twins? or can i get away with a single.

Also what is invloved with inspection on diesels out there, will i have to detune at all to get it through.
