mileage?

I have a 92 2wd std. cab with an auto trans with 315000 miles. The truck gets 20-22 mpg in the winter then jumps to 24-25 in the summer. Is this the fuel I get in the Baltimore area, can diesel fuel be "watered or thinned" or do I have a problem with my engine?
