4WD Light Not Working

My 4WD engaging light hasn't worked since i owned the truck, just been too lazy to fix it

, which leads me to my next question. What do i need to check? I pulled the panel off and i see there is a circut board in there. What does it do?(BTW, i replaced the bulb, didnt fix it.)

Oh and another thing, when i have my E-Brake on, all three lights come on, the WATER IN FUEL, BRAKE, AND WAIT TO START. Whats up with that?
