first generation cummings turbo boast

I am wondering if there is anything I can do to increase the turbo boast in my 1993 250 Ram. I just bought the vechicle and the engine is in really good shape but it just doesn't seem to be getting enough fuel or air and consequently i do not believe it is putting out enough power.
