WIF/WTS Lights On!

My water-in-fuel and wait-to-start lights did not go off the other night.

I have drained the fuel filter and disconnected the fuel filter sensor and that light is still on.

I can hear the heater come on and click off

, which normally turns off the wait-to-start light ,but not now

. Both lights are on all the time. Have searched the site and checking grounds is about the only advice I can find. Was wondering about the ECM? Help!
