No fuel shut off lever

My plan was to remove the fuel solenoid and use the cable option. When I unbolted enough stuff (see sig) to finally get at the VE pump... there is no mech fuel shut off lever.
There is a place wher the shaft would go but it is blocked/plugged, (or the shaft was sheared off, but I don't think so).
Anybody see this before?
Thanks any info or opinions.
