1st Gen Lockup Torque Converter?

Do the first gens have a lockup TC?

On my 1992, it shifts into 4th at anywhere from about 32mph up to 40, depending on conditions, but after that I don't feel anything remotely like the TC locking up.

Does that sound normal?
