Only 1 position on heater/wind shield wipers

Ok I got an electrical problem somewhere. My heater only works on high, and no, its not the switch. My wind shield wipers only work on Lo and High, but none of the delays work. and my head lights don't flash when you pull back on the turn signal switch. BUT if the running lights are on (but no head lights) they will flash. Any ideas or solutions??? Any info will help.
