Emerg. brake wont hold on Incline

Launching boat by myself am dependent on Park to hold vehicle. Not good on park.I saw a post on this problem once but have gone back to the first of the year and am unable to find it.Seems like Emerg. brk. lever in drum was stuck. Anyone have solution or can give time,place of that post. thanks Bob
