Fuel filter mount

Changed my fuel filter today. When I threaded the filter off the threaded mounting shaft the shaft turned also. Not sure if thats normal.

I held the shaft so it wouldn't turn and when I got the filter off I just threaded the shaft back into its hole hand tight and then put the new filter on. I'm thinking I might have missed a step.
Thanks any info and opinions.
