Fuel Filters

Upon going threw the available fuel filters, there seems to be 2 Fleetguard filters available. One is with bypass (I gather a drain) the other is without.

What is the differance if there is a drain or not? Is that to drain water from it? Is it still needed when you have a Dahl auxilery filter before the factory filter so you can see if there is water in the fuel?
