Surge under acceleration

When in 4th or 5th just cruising then step in the throttle and the boost starts to build then all of suddenly makes a surging noise but once it gets up on the RPMs it then boost just fine no problems or surge noise but happens mainly when cruising then stompin the throttle is it really surging or maybe a leak just stock h1c with BHAF 16cm2 housing stans 4in exhaust fuel screw turned a little smoke screw bottomed out
