Speedo gone nuts!!!

I've had a nagging problem with my speedo jumping around for many months - tried replacing sensors and cleaning contacts,etc. The CC has never (since I got it 2 yrs ago)worked. Now it has developed a new symptom. At idle, it jumps around going up as high as 60 mph! Obviously the sensor isn't doing anything when the truck isn't moving so I'm wondering if this is a clue to where the problem might be.
Any ideas???
