More........ on brakes

My pedal slowly falls to the floor when I apply the brakes. New (rebulit) master cylinder.....new rotors.......good shoes in back. Going down the road at 30mph and stomping on the pedal I get a double skid line 6 feet long. Going 50mph and hitting brakes seems to activate ABS and no skidding.
I guess I am wondering if the Rear anti lock valve is bad however the mechanic says they RARELY go bad. Or is the master cylinder bad? I think not. Or is there air in the lines. Mechanic says he ran 2 qts of fluid through system and there should not be any air. I hate this spongey brake pedal.....baron
