surging

1992 club cab 135000 miles -16mm -screw 1/2 turn in. Picked up some fuel with rusty looking junk in it. My truck started surging when there is no load on the engine. Dumped the fuel ,added new fuel and filterpluse some C- Taine booster-fuel injector cleaner also. Better but still serging some. A shop in the San Fernando Vally said I needed my injector pump rebuilt and new injectors. Estimated $$$$ 2000.00 Any thoughts?
