Help with 90 D-250,crank but no start

A guy I know just bought a 1st gen.4x4 for $900(why can't I find these deals).What happens it will not start if you shut it off for more than a few minutes.It will fire with ether or if you crank it right after you shut it off.It has a new lift pump and starter.What do you 1st gen guys think.I'm one of those "over-valved"guys

so any info appreciated...Doug
