Fuel pressure regulator

I had wired up an hour meter to the fuel pressure regulator and it worked for months. Then I looked at the hour meter, and realized it wasn't running anymore. I moved the lead to the fuel solenoid and the hour meter started again.

Does the fuel pressure regulator work all the time, or only in certain temps, etc? The engine doesn't seem to have changed (for now).
