i am currently using a he351cw mon vgt version on my 96, it mounts right to the the manifold and uses a hx40 downpipe. the turbo has to be reclocked and it works great, but surges at 20+psi when i let off the throttle fast. peak boost between 42 and 45psi and keeps egt's cooler than the hx35. i know its not the vgt but it works good.
i have heard of people using the he351cw or hx35 wastegate actuator modified to actuate the vanes using a set of stop screws to limit travel and control surge.
