just reading the above quote first you gotta prove the fuel was dispensed from that stations pumps, bottom of the tank water in fuel or rust will choke anything

A standard form to certify fuel from vendors is clean to prevent claims would be great .

i know they measure and certify for volume and weight for gas fuel but not by temp as gasoline loses volume due to heat expansion

How about state approved current certification sticker from stations to say they change pump filters on a regular basis based on diesel fuel volumes dispensed.
You know the little faded stickers that sometimes have dates and initials to say they are replaced and serviced pump filters on a somewhat frequent basis.

Are you saying Dodge is responsible for filling the diesel fuel tank with rusty water? What diesel truck would run with rust, water, and dirty fuel in the tank?

just that their are very loose or random filter standards for diesel fuel purity at the pump.

I cannot follow your logic.
no it just seems tough to judge foaming fuel clarity from a nozzle at a station that might or might not replace filters at regular intervals kinda like rolling dice
