high idle programming

Can anyone tell me if it is possible to program a high idle on my 98.5? I live in Alaska and the regular idle is not enough to keep it warm at 40 below. Ive heard that it can simply be programmed eith the existing ECM but ive also heard that it was never available for the 98.5. Do I need to have cruise control for this? My truck is a manual 5 speed. Any info would be appreciated.
