Problem with AC

My AC seems to be low after refill. I put a can of dye and I'm not finding any leaks. Is there a valve or pressure switch that might be controlling this. My clutch Engages and my low pressure line is all ice'd up. Any thoughts. It's a 134a system and I'm using a simple color coded gauge from refill kit bought at auto parts store.
