high beams only

I have a 98.5 dually with 4x4 with 135k auto. The problem i am having is with the dimmer control for the headlights. They will not go off high beams. I have replaced the multi function wiper, dimmer, turnsignal switch, thinking that it controls the lights but i have not been able to fix the problem..... Is there a relay somewhere that i can be overlooking?
