1995 Dually tires balance?

I had 6 new tires put on at Tire Kingdom, they can't balance them after three trys. They claim the wheels are bent, they look fine to me after they spun them up on the machine.

Are these factory steel wheels hard to balance? The original GoodYear RTS tires I just took off had zero vibrations up to 90 mph. I've had no problems before, but this is the first time the original tires have been changed.
