ClockSpring

OK....Cruise stopped functioning. The cruise light comes on but nothing happens when I hit the SET button. If my clockSpring is broken will the Cruise light lite up? The AirBag light is not on however....Is there any way of testing the ClockSpring?
I went to AutoZone & hooked up a scanner & got no codes. Thanks for any ideas.
