Headlights

My left headlight seems to be flickering. Is it a bad lowbeam/bulb or a bad headlight control. This morning when I started the truck the turn signals and hazard where very audible over the AM band. Any thoughts on why?

99 24V 3500 4X4 QC 5 SPD silver pnp , Fedex vp-44 and 300 injectors bucks going down 10 % grade , 14" running boards, 24" wide mud flaps When I got the truck new. Steering WAY out of specs, Dynoed at 130RWHP (mech said that was about right) truck now @ 175 RWHP. 09,55 Topkick in driveway.
