draw straw which one

i was looking into draw straws and saw two different ones . one for in tank pump and one w out

im confused and dont wanna ask a dumb question but do the mean lift pump?. If soo im asuming then draw straw II and is it needed? also would you change to the 1/2 fuel line rather than 3/8. sorry for stupid questions. hope someone can steer me in right direction.
