ABS,Brake lights on w/ no speedo or A/C

Has anyone seen this before ? I have ABS and Brake lights on dash with no speedo or A/C . At first it was intermittent . Seemed like if i started the truck too soon without letting it go through all the self -tests it would do it . Now no matter how long I wait to start it is always doing it .
