Water in Fuel

Here we go got kinda a dumb ? but that lever on top od you fuel filter is for draining water right? How often do I need to drain the water if any and the big ? how much do I let out. I have been told to be very careful with this. So help me out folks don't want to screw this up and be stuck. Thanks
