high/low beam on together

I remember reading a post about someone wiring their high beam headlights so the low beam is on when the high beam is on. Is this a smart thing to do? Sure sounds good. Is there an easy way to do it for a newbie with limited electrical abilities but plenty of patience?

Any help and/or suggestions appreciated.
