malfunctioning ABS

My ABS doesn't work the way ABS is supposed to work. When the ABS kicks in it just cuts out the rear brakes altogether, and that makes for some HAIRY stops. The only other choice is to remove the ABS fuse (which I always do when I have the camper loaded) and let the brakes lock up normally. The other thing is that it always pulls to the right when braking. I've rebuilt the brakes to no avail.
