Fuel Gauge is broke I think

Guys,

My fuel gauge reads empty most of the time and sometimes will read full when it is actually full. After about 3/4 full the gauge will read empty. My question it do you guys think its the sender in the tank or the gauge itself... Any help would be appreciated. Thanks ahead of time.
